At the 1992 BSA annual meeting, it was announced that the then Six Region structure would be consolidated into Four Regions. In July of 1993, the South Central and Southeast Regions were combined into a new Southern Region, while the three New Mexico lodges that were in Section SC-4, were reassigned to the Western Region. Because of the George Rogers Clark Area-Old Kentucky Home merger, Tseyedin Lodge #65 was moved from the Central Region to Section SR-6 immediately after the 1993 C-4A Conclave that April.

With the exception of Section SR-7, conclaves under the new sections were held in 1993. In addition, sections SE-7, and SE-8 also held their final conclaves that same year.

From SC-4, the three lodges that covered New Mexico (Yah-Tah-Hey-Si-Kess 66, Kwahadi 78, and Gila 378) were transferred to the Western Region. Wahinkto 199 is moved to SR-1, and Wichita 35 was moved to SR-3, while the remaining six lodges were moved to SR-2:

In 1993, George Rogers Clark Area Council (Tseyedin 65), from EC-4, merged with Old Kentucky Home Council (Zit-Kala-Sha 123) to form Lincoln Heritage Council #205 in Louisville, KY. After participating in the 1993 C-4A conclave at Maumee Scout Reservation, Tseyedin 65 was then moved to SR-6 to be with Zit-Kala-Sha 123 before they both merged in 1994:

In 1993, the lodges of SE-4 held a "Final Four (SE-4) Fellowship" in March of that year; however, this has been described as a "Special Section Event," not a conclave, as the final SE-4 Conclave was hosted by Immokalee 353 in 1992.

I recently ran across several lodge newsletter articles that explained how during the 1993 conclave, arrowmen from Nawakwa 3, Blue Heron 349, Kecoughtan 463, and Chanco 483 also sent small contingents. They also claimed that this was actually the first SR-7 conclave:

The July 1993 edition of the Kecoughtan Kryer Vol 98-3 :

"SR-7 CONCLAVE -- THE NEW WAY
The first SR-7 conclave was hosted by Occonechee [sic] Lodge at Camp Durant (emphasis added) near Raleigh, North Carolina the same weekend as the SE-8 Conclave was held at Camp Powhatan (April 16-18). The SR-7 conclave was attended by over 1100 Arrowmen from Chanco, Blue Herron [sic], Nawakwa, and Kecoughtan (all from SE-8) were among the participants. (emphasis added)

"This SR-7 conclave emphasized Indian culture.... The 1994 conclave will be held at Keyauwe Lodge of Old North State Council, Greensboro, North Carolina. The dates are April 15-17, 1994." (3)

The February 23, 1993 edition of the Chanco Courier states that Chanco Lodge sent contingents to both the SE-8 and the "new section S7:"

"This year Chanco lodge was invited to 2 conclaves (emphasis added). The reason why is because this year the conclave has already been scheduled for SE-8 and this is the last time they will be meeting. The other reason is because Chanco lodge is in the new section S7. So since the new section is already here some people are allowed to go to the S7 conclave (emphasis added), and others are allowed to go to the old conclave."

In the July 1993 edition, their lodge advisor says: "At the same time, we had a contingent of five go and enjoy the hospitality of our new section down in North Carolina. From what I have heard, this group had a great time making new friends with the fellow arrowmen of SR-7."

However, because only a select group that didn't even include their lodge advisor attended-- as opposed to a full contingent-- this might indicate that their participation was from more of a planning-for-next-year's perspective. Also, after several discussions with Rick Horne of Tsoiotsi Tsogalii Lodge #70, who also provided scanned copies of the 1993 SE-7 and 1994 SR-7 conclave booklets, I am convinced that 1993 was indeed SE-7's final conclave. R. Lee Beasley, who was one of a very small contingent of arrowmen that attended that conclave from Nawakwa Lodge, confirms that it was an SE-7 event, definitely not an SR-7 event.

I think that there must have been some confusion over how and when the new section realignments were taking effect, and because all 14 SR-7 lodges had arrowmen attend Camp Durant in 1993.

Also, several sources, including the 1994 Section SR-7 conclave booklet-- which was called the "New Dawning", confirms that SR-7 didn't hold its first conclave until 1994. (see more below).

After its final conclave April 16-18, 1993, SE-8 was split between the new Sections SR-6 (Tutelo 161, Shenandoah 258, and Shenshawpotoo 276) and SR-7 (Nawakwa 3, Blue Heron 349, Kecoughtan 463, and Chanco 483):

The November, 1993 edition of the Chanco Courier states "The 1994 Conclave will be hosted by Keyauwee Lodge #70 at the Old North State Scout Reservation in Brown Summit, North Carolina on April 15-17, 1994. I would encourage all members to attend as it will be the first Conclave of the new Section SR-7. (emphasis added) (2) The June, 1994 edition stated "Thirty-two Chanco arrowmen attended this event which was hosted by Keyauwee Lodge #70. The conclave's theme was "A New Dawning" and marked the beginning of the new SR-7 Section which encompasses 10 Lodges from North Carolina and four from Virginia. Over 1200 arrowmen enjoyed the assorted activities..."

The May, 1994 edition of the Kecoughtan Kryer Vol 94-1:

"Super Southern Seven Sensational Conclave Thirty-five of our brothers from the Kecoughtan Lodge traveled to a fantastic SR-7 Conclave. The Conclave was held at Old North State Scout Reservation in Browns Summit, NC. The host lodges was Keyauwee #70. This year's even marks the beginning of Southern Region's Section Seven -the joining of most of the Lodges from North Carolina and four of Virginia's Lodges - the best of the best. "Over 1200 Arrowmen enjoyed the assorted activities of the 'New Dawning'... where there was great fellowship with our new brothers in the Southern Region 7." (1)
