In April of 1996, Area 5 was realigned because of very long travel distances. Section W-5B was split, with the northern four lodges (Crazy Horse 171, Apoxky Aio 300, Tatokainyanka 356, and Kola 464) becoming Section W-5C. Also, Ha‑Kin‑Skay‑A‑Ki 387 was moved from 5A to 5B.

A big question is did this area change occur before or after that year's conclaves? The 1996 W-5A conclave patch lists all five lodges. However, because W-5C also held their first event that year, as well as the 1996 W-5B conclave patch doesn't list any lodges, it is unclear which lodges actually attended that year's W-5B. Unless the two lodges of 5B that didn't move were the only attendees, there has to have been some overlap.
Mike and Jane Clinch wrote me in an email: "In addition, the patch for Section W-5B in 1996 makes reference to old legends, and shows a giant bear clawing at the side of a steep-sided mountain, to reach the Native Americans on top of the mountain. It's the legend of the formation of Devil's Tower, located in northeastern Wyoming. It's likely that Tatokainyanka Lodge 356 would have been the host..."
"Two intense years of planning and organizing finally came to a close with the formation of Orca Lodge #194. Orca Lodge held its first Lodge Dinner on January 6, 1994. It is only fitting that 194 was granted as the Lodge’s number, as it symbolizes the date (1/94) of the founding of the Lodge. The totem of the Lodge is that of the Killer whale, or Orca."
Effective: Jan 1, 1994"Representatives from Kcumkum #285, Tahoma #348, and Tillicum #392 lodges met on Saturday, November 6, 1993 and Sunday, November 21, 1993 to discuss the merger of their lodges. According to the delegates, all of the issues and concerns were dealt with quickly and it was a relatively painless process. It was decided that the merger would occur during the weekend of the Section W-1B Conclave held April 22-24, 1994 at Camp Fire Mountain. Troy Young's suggestion of "Nisqually" for the lodge name was selected over the original proposed name of "Kalai Kallakala," which translates as "black raven." The raven was kept as the lodge totem and Young was elected as the first Lodge Chief."
